Over the years this has happened to me 2 or 3 times.  It has 
happened to others as well.  
   It required a call to the "Albuquerque" number.  Last time was in 
Mexico where I could get incoming calls but not make outgoing.  (Time 
before that was in Germany on the way to Turkey and couldn't register 
at all.   When in Mexico had access to another T-M phone and called 
the 505 number from it.  I was not charged for the call.  When in 
Turkey, had to pay for the call using a landline.
