On http://www.wirelessadvisor.com most places that I have looked Cingular is listed on 1900 and 800 (aka 850) atleast within the same county. My sister lives close to Tulsa, OK and is on Cingular and her daughter's phone got washed in the washing machine and I had my old Motorola g520 that only has 1900 in it and put a Cingular SIM card in it and it worked so I know they use 1900 there whether or not 850 is in range of house also I don't know. T-mobile is also there so my phone on T-mobile wasn't roaming.
