Because the phone I was using does not have the 850 band.  
Additionally, Cingular blocks T-Mobile roaming on their 850 in taht 
area.  The only 850 roaming in Wisconsin is on Dobson Cellular One in 
the northern part of the state.

New information:  T-Mobile has added some 850 Cingular roaming on T-
Mobile to Go in southern Ohio, southern Indiana, eastern Kentucky, 
east of Indianapolis, and in parts of Arkansas, Tennessee and 
Missouri.  This just came up within the last week.
