I'm glad to see that even T-Mobile (US) says that roaming charges can be
"quite high" :). I mean that in an absolute sense, since int'l roaming
charges are about the same ("quite high") for most US carriers. I hear that
in Europe, the EU has been putting the mobile carriers on notice for
charging "unreasonable roaming charges", after which several of them
"voluntary" lowered them substantially. I guess that would never happen here
in the US, where collusion among big business is considered to be a "good
thing" by those in power. But alas, let's not get political...

I can tell you from experience that T-Mobile prepaid SIMs don't work in
Europe (Netherlands, UK, Germany, Belgium, France, Spain) or in South
America (Venezuela, Peru). So I assume that their statement is true...

The cheapest way to call you is definitely to buy a local pre-paid SIM and
have people call you from the US at that SIM; even calling international
using a local prepaid SIM abroad is generally equal or cheaper than paying
t-mobile roaming charges, but that really depends on the deal you get
locally.
