Receiving messages is *always* 10¢/ message wherever you are or are deducted from any text message package that you have. Outgoing text messages sent from anywhere other than the US and Canada are 35¢ each for postpaid monthly billed service. For prepaid To Go service it's always 10¢ to send and 5¢ to receive.
