VMN (Voicemail Notification) SMS messages are only sent FROM the network TO
the device, not the other way around... So by your argument, he shouldn't
been charged.

While I don't know what these messages are, I do know that I generally get
charged both for incoming and outgoing SMS messages when I am roaming
overseas. The amount for each depends on the carrier I roam on. And when I
travel, I always use my Blackberry Int'l Roaming Plan in addition to the
unlimited SMS/MMS  message plan I have.

Since you have a Blackberry, did you set up any BB push messages? Push
messages (also known as WAP Push messages) are also delivered using SMS, and
they may come from a number that you don't recognize. These are the ones you
can configure for free from the BB homepage, for weather, etc.
