Power tools. :) 

I have a paper drill. It looks like new drills start at around $800 and
go way up from there. Used equipment should be much less dear. There seem
to be a number available on eBay.

One thing I had to do was make a jig to hold the cards in the right place,
as the normal positioning gear is aimed at drilling stacks of pages
rather than small bits like weaving tablets.
