I don't do it myself, but couldn't you use c-clamps and a power drill, then
smooth the holes with sandpaper wrapped around a dowel?

Could you give your advice about drilling holes in the tablets? I order
4-hole cardboard tablets in mass quantities (8,000 at a time) from a local
printer, and John would like to drill extra holes in some of them for use
with Andean pebble weave. He hasn't figured out how to do it so the holes
are smooth, and so has been using a hole puncher whenever we get an order
for a pack (one hole at a time -- so I guess it's good there's not much
demand so far!). What's your secret?
Take care,
Linda
