The problem with "keep it simple" is you embed a lot of assumptions into things, and then get tagging drift. The clearer the mapping between what's on the ground, and in the tags, the better.
"water_potable=yes/no" in particular embeds a lot of assumptions and judgement calls. potable_status=signed_potable|signed_hazardous|signed_untested" is better in that way.
