IMHO this is not a "permit", it is the documentation that your car fullfills the requirements. In Italy you have to expose a small piece of printed paper from your insurance company behind the windshield to document that you have paid car insurance. No sticker means you can get a ticket. Is a car insurance payment receipt a "permit"? Not every document you have to apply for is a "permit". Cheers, Martin
