Please correct me if I'm wrong, but quarter is a part of the city, I found one definition: Quarter: A specific district or section, as of a city: the French Quarter. Definition of suburb: 1. A usually residential area or community outlying a city. 2. suburbs The usually residential region around a major city; the environs. So there is more than clear difference.
