I don't think this is a good idea. One tag that treats all the languages the same is best. Usually, when the use of the minority language is regulated by some law in a particular administrative are, it becomes the _offical_ language and is treated exactly the same os the majority language. So there is no distinction between them, they are both (or 3 or 4) _official_ in that particular area.
