That's the default setting.
If someone want to move Authoritive DNS Resurce Record from one Server
to others, generally he will setting down the TTL to (say) 1 hour (as
Steve mentioned), wait for a week than move there.
Other trick (to speed up the process) : delete the domain zone from
old DNS Server or (better) set as Non Authoritive as soon as new DNS
Server active, so any DNS Query for that domain will refer to ROOT
Domain (InterNIC or Country-NIC).

Nothing, wait till DNS Server refresh the data (I can change the the
cache data manually, but it takes time, sorry ).
