Methinks you give the common Windows user too much credit.

Scenario: DHCP with lease expiration happening while ethernet cable
disconnected.  User reconnects cable and nothing works properly.  User
does not know the simple WinIPcfg interface.  Reboot much easier, at
least then all you are doing is wasting your time and not trying to
learn something.  ;)
