With public wifi access points they sometimes call this a "captured
portal". Thecloud.net is a common example encountered in UK pubs and
cafes and some railway stations. I've not personally encountered this
for email access, the closest I have seen is requiring that you check
for incoming mail before being allowed to send ("POP before SMTP").

And just maybe you can find the POP/SMTP/IMAP servers with a bit of 
googling (or searching user forums), unless they are actually not 
enabled.

Isn't the point of webmail-only services that all records are on their 
servers, so that they can serve advertising when you want to read 
messages (or sell information to the highest bidder)?
