In my experience, people don't use PGP because they can't see the need
for internet privacy (I'm not doing anything wrong, so why encrypt/sign
messages?). S/MIME is not easier, just different.

Most of my friends are AOL users and they won't use anything else, not
even all of AOL (in case they "break" the machine!).  despite my best
efforts..........
