What you have encountered is what I call annoying design. If you
limit the message size for download and at the same time have "delete
messages on server", then the big messages will indeed be deleted
without ever being downloaded.
Two workarounds:
1.) Leave messages on server for a couple of days, so that it is sure
that any messages that should be downloaded, will have been.
2.) Use the message dispatcher and tell TB manually which message to
download, and which message to delete etc.
