This can be set per-port. I am suggesting that they've cut off
facilities without due research or respect in this instance. I use a
proxy server here but I also use a local mail server which collects my
external POP3 mail and centralises it. It also handles all outgoing
SMTP traffic so I don't have to work through the firewall. My mail
server live alongside the proxy.
