Almost. The vsig QT is always included. Conditional inclusion would
look like this:

%if:"%ABtoPhone"<>"":"%qinclude(%ABtoPhone)"%-
:"%qinclude(vsig)"%-

where the %qinclude(vsig) is now formatted as an else part of the %if.
