This is most likely an issue with different marketing channels = 
different packaging, and the tech writer has to write one manual to 
cover all scenarios. For instance, with a camera I purchased once, 
you either got a rechargeable battery & charger, or you got two 
alkaline batteries. The writer has no idea what package you bought. 

In the case of the printer, the writer could have stated that, *based 
on the model purchased*, the box may or may not include a cable.
