It definitely applies to me because I work from home 3/4 of the time already. Because no one sees me, it doesn't matter much exactly when I start and stop work. But I'm still supposed to be available during core hours that go from 10 a.m. to 5 p.m. in my time zone. I hate it when I've worked since 6 a.m. yet have to tell people that I'm quitting "early" if I stop at 3 or 3:30. That makes it seem like I'm not putting in enough effort when I probably overcompensate and put in more total hours than many other people. Regarding how they would implement ROWE at a retail store, maybe they could let people select their own hours by filling in time slots on a chart rather than having a manager make a rigid schedule. You need a morning, a day, or a week off? Just don't sign up to work those time slots. If the managers needed to fill holes in the schedule, they could offer premium pay or other incentives to entice people to work during less desirable times. They couldn't go with no structure whatsoever, but they could allow a lot of flexibility where there probably is little or none now. It would be an interesting experiment.
