I don't use OLE with FrameMaker, that feature has always been unreliable. I interpret what you write to mean that OLE objects are not moved or handled by the Archive utility; they are not copied and not archived.
I don't know what you mean by "convert them to linked objects." There is no conversion done. Archive takes your book, the referenced FM files, and all the linked graphics (using file > import > file to import by reference into an anchored frame) and moves those files to the location you specify, maintaining the relative relationship of the files to each other.
