If screenshots aren't going to be translated but text will be -- for instance, if the program itself will not be translated but the user's manual will be -- the translated manual could include screen shots in the original language with callouts providing translations where needed. This gets around the problem of not wanting to redo all of the GUIs just to change language. The base program doesn't need any tweaking -- which is a great relief because even a beginning programmer can tell you what happens every time it's touched.
