We used to have that problem until we pushed back consistently through project and management chains of authority. We're now involved at the very beginning like everyone else, and our scope of work affects and is affected by the overall project schedule just like everyone else. Should someone come in and trim 2 weeks away, we don't think twice about asking them what they would like to cut from the documentation in order to meet that deadline.
