I've always thought it was quite simple. I get the same spec machine as
development as I need to be able to run, configure, test, break and develop
on our product base.
Not had to fight too hard to get one either.
The REAL battle comes when you suggest that two monitors would benefit
productivity. One with the 'product' you are documenting on it, the other
with your authoring tool of choice (currently I can run both sets of
software on one box, other situations may require two separate machines).
Again, the argument becomes one of productivity, although the dual monitor
one seems to be a harder sell IME.
Creative workarounds? One tool that I couldn't live without (now) is
Launchy. A keyboard shortcut powered app/doc/folder launcher. On a good day
it cuts my mouse usage by at least half!!

What kind of process do you have to go through to get what you need?
Any other creative workarounds?
Have a great week!
