Being basically lazy (that is, efficient), if I have felt "unretained" enough to go to the trouble to locate another position, apply, interview, receive an offer, accept, and commit to omigods&goddesses moving again -- count me gone. I didn't do that to manipulate a bad boss into offering a raise (or anything else). At that point you could offer the moon and the stars and the shuttle in which to get there -- and I would not trust you to deliver any of it.
