You can create a custom office installer that will automatically configure 
Outlook for them as soon as they open it.  Office 2003 requires the Office 2003 
resource kit to do this but you can do it in Office 2007 by running Setup.exe 
/admin.

We decided a few years back to think for the staff/students in this case. We 
mapped the registry key which went to the local My docs folder in the user's 
profile to H:\Documents

Now everything they save by default goes to the network home directory. I still 
find the occasional file on a c drive but not very often and if it is, it is 
their fault. Now if I could keep them from trying to setup their own outlook 
account and setting it up as a Pop3 account instead of their exchange account 
(or asking me for help) and downloading all of their email to the local machine 
we would be set!
