In my experience, the probability you'll get someone to actually send a part is totally random; and it's based on whom you get on the other end of the phone. Roll of the dice. I've had both good experiences and bad experiences with all the major vendors. Sometimes I'm lucky, and my declaring "well, it's dead" has been enough; other times I've had to do similar things mentioned previously (the "DSET dance", etc).
Calling for an 'escalation' is often a remedy, though.
