Only `hgsvn` uses command line client. `hgsubversion` works either through python extension that is is used by Trac or through Subvertpy. So far I never met a case where Subversion didn't work. Even behind Windows firewall with domain authentication I managed to get through, unlike Bazaar and I suspect Mercurial too (needless to say that git probably inherently incompatible with such access method).
