Subversion uses WebDav protocol which is an extension to HTTP. You
proxy should either be too smart or too old to filter this.

In the mentioned 'servers' config file there is a debug option
neon-debug-mask described at
http://svnbook.red-bean.com/en/1.5/svn.advanced.confarea.html -
increase its value to get more useful data.
