Once i had the same problem and it was a virus (or trojan...) Try if Ctrl+Alt+Del works, if yes, start explorer from there. If it's malware, you could try to fix it with Super Anti Spyware Remover ( i know, silly name...) www.superantispyware.com It does magic. You can try to boot from a live CD if no luck with starting explorer from Task manager.
