Josiah, I was just able to get it by going to the site at https://tiddlywiki.com/prerelease/index.html and using the control panel plugins tab there (before downloading) to "get more plugins" (from there using the second of the two links, not the "local" one). After finding and adding the freelinking plugin, I used the save function to download to my computer. It's up and running now...
