Right. Part of the issue with lockdown is also its very imperfect. I live in Italy on the border with Slovenia. I can't visit friends in Italy in the next town without filing a police request. But I can walk freely into Slovenia. The resources required to "lockdown" are huge. Many questions arise about whether better care for the sick better instead.
