I don't see a reason for transcluding the overview into your 'tiddler body' nor does it make any sense to me to automatically have a section in a tiddler that is to be called like the tiddler.
Why not have a structure like this and leave out all the redundant transclusions... !Overview ... !Contents ... !Weblinks ... ? Sorry if that might not be helpful, but it really looks like your unnessessarily complicating stuff. Keep it simple.
