That's not too bad. If shipped with empty.html I would make it less loud, 
though. Perhaps some greyish banner with white text. It's there, it's 
visually attractive but not as imposing that you may want to get rid of it.

Don't get me wrong, for the official site, the red banner is fine, but if 
I'd have that in my wiki, I'd probably want it to be a little less 
prominently distracting.

One thing that is also problematic about the current ribbon is having a 
topbar that is so wide as to cover it. The ribbon hides behind it, e.g.

This example doesn't have an actual topbar but the css I currently use on 
tb5 to style it, if there was one. Z-index doesn't seem to help since 
putting the ribbon along with the page-controls takes it out of the 
page-context.
