Josiah, Thanks for clarifying. Why do you focus on restore rather than save?
A universal solution would be great, and anything is possible especially with skills and creativity. The issue with universal is it needs work throughout the universe. Perhaps the top 3 to 5 browsers would go 99% of the way. Wrapping some of the solutions in an install may help. However I would put my money on ensuring tiddlywiki complies with progressive web apps, PWA. In some ways tiddlywiki was this before pwas existed. I expect pwas to be possible on all top browsers and platforms in time. Despite the nay sayers persistent storage on the client is possible and top solutions depend on it already. Even if the client opt in process needs to mature. But perhaps there are other ways. We will find them as a team.
