My plan is to retain the old syntax for images but to extend it to allow the size of the image to be set, which currently has to be done via an HTML tag. The plan is indeed to incorporate a full SVG editor. I've looked at svg-edit but it would need quite a lot of surgery to make it integrate deeply; it has it's own framework for dialogue boxes and other UI elements which isn't a great fit for TW. To add tooltips and links to transclusions will be done by wrapping the transclusion in a separate tooltip or link macro.
