In legal texts, the § symbol can be used as a printable character to *cite* 
a section of the legal code as in:

USC17 §107

which is a reference to United States Code, Title 17, Section 107 
<http://www.copyright.gov/title17/92chap1.html#107> - Copyright Limitations 
on exclusive rights: Fair use

Using this code to control formatting would preclude using it as a 
printable character in legal texts.
