Agreed that it should probably be easier. Someone just needs to write a tool 
and process it. Nevertheless, I think that it shouldn't be too easy and I think 
infofreeway makes it too easy. Let me elaborate:

1) One can quickly and accidentally press the wrong key, marking a tile 
erronously. I know that I have done that on occassion.
2) It's not always that easy to know if the oceantiles.dat is really at fault 
here, it requires some intricate knowledge of how things work. E.g. there are 
often inverted tiles with coastline in it: those are not oceantile.dat's fault 
(which is only ever consulted if there is no coastline at all in the tile).
