I tried to strike this conversation up in the talk-us list, but didn't get
very far:

It doesn't seem to make sense to apply attribution tags to individual nodes.
That just makes the nodes a lot more heavy weight, both in the database and
in the downloaded OSM data files. Can we put a recommendation on mass
imports that nodes that are parts of ways should not be attributed?
