system takes unreachable or otherwise bad servers out of the pool

That's not to say though that we can't make it better.
The typical misconfigurations are pretty simple. Using pool servers
for a server that is also the pool. Or just bad server picks, that
sort of thing. Sometimes the operator fudges the fudge settings.
Some bad servers we can get back in the pool if we help the operator
configure it better. Some marginal servers we can get to be
excellent with a bit of help.
I don't have time to help people with their ntpd.conf's though. What
I can do is facilitate some polite, patient and helpful volunteers to
help the server operators.
If we can get 4-5 volunteers to help the server operators we can
setup a mail alias for them and I can make some scripts to send "bad
server" mails to the operators and/or the supporters and I can setup
the website to give the supporters the contact information etc they'd
need. We can setup the volunteers with [EMAIL PROTECTED] email
addresses.
Anyone? :-) For a little while this will probably be a 2-4 hours a
week job, but over time it should be less.
