Let me just note that I was doing exactly that and have only added
regional/country zones because people repeatedly have asked for them.
I strongly support the 'to the closest second' view of the typical pool
user, so one global zone should be just fine. Network traffic just doesn't
count with the ntp protocol, even if I have to conceded that it's silly,
from a technical pov, to sync my clock in .ch from a timeserver in .au.
