That's my view, yes.
We're only using country zones because they are a (very poor)
approximation.
Better than anything else we've found so far, but yes -- it's not
that good.
There may be some problems here that we're not able to solve
ourselves within the pool. We might need some support from
implementors of the code for the servers and the clients.
I think I can safely say that the folks involved with the NTP
Public Services Project will be happy to try to work out whatever we
can, if it helps the pool work better and more efficiently. However,
I know that Dr. Mills has some very strong views on how the pool
should be used, and he may oppose some of our ideas (whatever they
may be), so I think it would be important to present a unified front,
and to make sure that we find a good scenario that is a win-win for
everyone involved.
