I haven't seen anything to indicate that that number generally isn't
more like 50-200ms, but that's not really the point.
Priority 1: Make sure the number of servers in the pool grow
steadily; or at least as fast as our client base.
Priority 2: a) Allow clients to specify "give my server in my
country". b) Allow servers to indicate they only want clients in
their country.
Priority 3: Give lazy/simple configurations better servers.
