Okay, maybe "many" clients don't go berserk like this, but enough
of them do so that they cause a much greater respective load on the
server and services.
A small number of highly abusive clients can cause you much more
problems than a larger number of well-behaved clients, or even
clients that are only moderately abusive. Especially when a lot of
the servers are located behind DSL lines that are relatively limited
in bandwidth, and presumably served by SOHO routers that are
relatively limited in their CPU and ability to handle high levels of
abuse.
