That sounds a lot like the argument of the net neutrality group to me, the ISP should just be dumb and push packets where they're told to. I'm not sure it's that simple; I'd quite like to be able to tell my ISP to prioritise my (incoming) traffic to prefer NTP packets over most other things. I'm still the one responsible for prioritisation inside my network though.
