I'm not sure that even this is possible, and anyway may not be wise. A special exception means that some review and judgement is required for each individual case. If Tiny wanted a general exception they would use other, less restrictive licences such as BSD-style in preference to the GPL. A general exception, or a blanket approval of all 'special' exceptions, may enable someone to take the whole TinyERP code base, embed it in their proprietary enterprise system for resale, and claim that this was permitted by the exception - without paying licence fees to Tiny, or obeying any other restrictions.
