I understand, this is confusing, even Tiny, as well as some of their partners 
(and others too) have modules and related software that are licensed under GPL 
only formally or not being licensed under GPL at all. Anyway the distribution 
methods vary.

There are some situations where GPL license could not be applied by various 
external reasons, but this is not the case with the modules I am talking about.

In practice this is question of morale and spirit of GPL, unfortunately not all 
people involved in the project follow it. But in general this is their choice, 
and definitely not to be considered as the general practice.

By counting the popularity, this project is to be considered as OSS, despite 
all of the variations. I am sure, even if some of the copyright owners would 
change the license, community would pick up the last free version available and 
would continue on from that line.
