If I understand GPL right, then this seems not true.
If Tiny release their product under GPL, and after some time  this product has 
a lot of community code contributions, they are not owners of code anymore. We 
can call them as maintainers and Trademark owners, but not code owners, because 
code belongs to no one due to GPL. So they (Tiny) cannot enforce anyone somehow.
