Licensing and sharing are 2 separated issues.
As one derived code as license GPL, one have to create his code also in the 
same license. 
If the same don't want to distribute that created code one is free to keep it 
in house. No-one is forced to make this code public, but if one wants to make 
it public it should be in the same license.

Resume: you may create your code (in gpl) and you may charge a fee to your 
customer. If both agree not to publish this work, it's ok. But if it is 
published sometime later, it should be GPL.
